Political Dynamics of Clan Systems in Somalia: Historical Evolution and Contemporary Challenges

This paper examines the politics of the clan system in Somalia and how the clan has evolved over the years, as well as its significance in the current context of governance and national unity. While existing literature mainly presents the idea of clan identity, this study shows that clan identity can serve as both a unifying force and a dividing factor. The research employs a mixed-methods design, collecting quantitative data from 205 respondents and qualitative data from 23 key informants. Results reveal a strong disillusionment with the 4.5 power-sharing formula, with respondents advocating for reform or replacement. The paper emphasizes that hybrid governance models, which combine traditional clan systems with formal institutions, are very important. In conclusion, the study offers a set of measures to harness clan identity for inclusive state-building and to address its exclusionary tendencies.
