Digital Policy in Mali: A Systematic Review on Integration of ICT for the Basic Education System

This systematic review focuses on the adoption of e-learning policies in Mali’s basic education and discusses both successes and challenges. Although national plans such as the National Digital Strategy have been introduced, progress has been patchy due to infrastructure deficiencies, inadequately trained teachers and socio-economic inequalities. The most important results are that urban regions profit more from digitization activities while rural have to fight with obstacles -in this context poor internet connections and low numbers of digital devices. It highlights the significance of joint efforts by diverse stakeholders, including public-private collaboration and international support, to improve infrastructure, digital skills and policy consistency. It also illustrates the promise of mobile learning and radio-based education for closing access gaps. Some recommendations are retention of rural infrastructure, pre-service teacher education with focus on indigenous content development and digitally relevant material. Research in the future should concentrate on grass-root level roll out, and long-term sustainability of digital education interventions in Mali.
