Diverse Sectors’ Role in the Prevention of Juvenile Delinquency: Revisiting and Strengthening the Juvenile Welfare Framework

This quantitative study systematically assessed the adherence level of various sectors (the Filipino family, educational system, mass media, Local Councils for the Protection of Children, and Local Social Welfare and Development Officers) in preventing juvenile delinquency. Employing a descriptive survey design, data were gathered via convenience sampling from community residents and sector representatives in delinquency-prone barangays of San Pablo City, Laguna. Data analysis utilized frequency percentage, weighted means, and a one-way Analysis of Variance (ANOVA). The results indicated that all evaluated sectors are “Fully Adherent” to their mandated roles. However, the ANOVA revealed a statistically significant difference in adherence levels across these different sectors (F = 5.702, p = 0.000). The Filipino family achieved the highest mean score of 3.71, serving as the critical primary buffer against adolescent deviance, though exhibiting a minor vulnerability in active recreational supervision. Conversely, the LSWDO obtained the lowest mean score of 3.54, highlighting the complex operational challenges and resource constraints inherent to localized institutional case management and physical facility oversight. The study concludes that while general compliance is robust, a cohesive multisectoral approach is required to bridge localized multi-agency operational gaps. Recommendations include developing community-led parental monitoring programs, institutionalizing specialized school-based restorative justice frameworks, strictly enforcing media privacy guidelines for minors, and expanding local government logistical support to enhance institutional regulatory monitoring and facility inspections.
