Exploring the Good Governance and Digitalization on the Efficiency of Integrated Business Permit and Licensing System in Bukidnon Local Government Units

This study examined the influence of good governance and digitalization on the efficiency of the Integrated Business Permit and Licensing System (IBPLS) in selected Local Government Units (LGUs) in Bukidnon, Philippines. Anchored on the Technology Acceptance Model, Good Governance Theory, and the Digital Government Evolution Model, the study employed a quantitative descriptive-correlational design involving 400 Micro and Small Enterprises (MSEs). Data were analyzed using descriptive statistics, Pearson correlation, and multiple regression analysis. Results revealed that good governance, digitalization, and IBPLS efficiency were generally rated high. Significant positive relationships were found among the variables, with responsiveness, transparency, accessibility, and process automation emerging as significant predictors of IBPLS efficiency. These findings suggest that governance quality and digitalization jointly contribute to more efficient, transparent, and citizen-centered business permitting services. The study contributes to the e-governance and public administration literature by providing empirical evidence on the complementary role of governance and digital transformation in improving local government service delivery in a rural context. Practically, the findings support ongoing efforts of LGUs and policymakers to strengthen digital permitting systems and governance reforms.
