AI will emerge as a significant force behind administrative change, although public organisations vary in their preparedness to do so. This paper investigates the impact of digital leadership and employee AI ability on artificial intelligence preparedness and innovation in services in the Bangladesh public administration. A four-reflective construct survey model was created, including digital leadership, employee AI capability, AI readiness, and service innovation. It was analysed with a synthetic dataset of 835 cases that are intended to test the methodology and prove PLS-SEM. The data were evaluated using descriptive statistics, common method bias tests, evaluation of the measurement model, structural model, mediation, and predictive assessment. The findings revealed that the positive impacts of digital leadership and employee AI capability on AI preparedness were significant. Service innovation was also positively impacted by AI readiness significantly. Digital leadership and employee AI capability had a direct impact on service innovation. Both relationships were partially mediated by AI readiness. The model explained 45.4% of the variance in AI readiness and 41.0% of the variance in service innovation. All the predictive relevance values were positive and the PLS model yielded lower prediction errors than linear benchmark. The results reveal a readiness pathway that is coherent where leadership, employee capability, and institutional preparedness contribute to innovation in the delivery of public services.
