Designing Equitable and Crisis-Resilient Energy Futures: Integrating Decentralized Energy Systems, Digital Technologies and Adaptive Policy Frameworks in Climate-Vulnerable Contexts

The challenges of sustainable development in the climate-vulnerable areas of the Global South are acute because of climate change and the presence of tenacious energy poverty. This paper explores how the convergence of decentralized energy systems, digital technologies and adaptive policy frameworks can produce equitable and crisis-resilient energy results. The study will employ a qualitative comparative case study design and will analyze policy documents, regulatory frameworks, international reports and secondary datasets of Nigeria, Kenya and India. The three countries have been chosen due to their common exposure to climate risks and the different degrees of decentralized renewable implementation, digital maturity and policy adaptability.
In-case and cross-case analysis demonstrate that equitable and crisis-resistant energy futures could only be developed as a result of the synergistic co-evolution of the three pillars. Kenya has the best results, with progressive mini-grids, pay-as-you-go digital platforms, adaptive governance driving electrification to about 80% and increasing resilience to climate shocks. Nigeria has encouraging regulatory development and mini-grid growth yet is limited by finite digitalization. India is very close to achieving universal access with hybrid strategies but needs more procedural justice protection. The research forms a coherent socio-technical-adaptive framework that outlines the required conditions for a successful alignment within the framework of decentralized infrastructure, digital intelligence and flexible governance.
The results contribute to the socio-technical systems theory, thinking of resilience, energy justice and adaptive governance scholarship. They provide practical policy proposals to scale from climate-vulnerable situations to integrated solutions. Finally, the study highlights the importance of designed integration of technological, digital, and institutional factors, not targeted interventions, in order to achieve fair and resilient energy transitions in the Global South.
