Role of Public Administration Modernization in Post-Conflict State Reconstruction: An Empirical Analysis of Institutional Capacity Development in Somalia

Domestic administrative capacity to sustain macroeconomic commitments and structural state-building goals. This article analyzes the relationship between public sector modernization efforts and national development execution performance following structural administrative reforms in Somalia. Utilizing a convergent parallel mixed-methods approach with data sampled from 108 civil service directors, technical experts, and policy analysts across five core public sector institutions in Mogadishu, a multiple linear regression model was executed to evaluate the impact of standardized merit-based recruitment, inter-ministerial automation, and subnational capacity development. Findings showed that public administration modernization significantly drives institutional execution and national development performance, explaining 61.0% of the variance in execution efficacy (R2 = 0.610, Adjusted R2 = 0.599, F = 54.165, p < 0.001). Among the analyzed dimensions, standardized merit-based recruitment yielded the highest positive impact on public execution efficacy (β = 0.392, t = 5.061, p < 0.001), followed closely by inter-ministerial financial automation (β = 0.311, t = 4.432, p < 0.001) and subnational capacity development (β = 0.198, t = 3.058, p = 0.003). While adjusting these operational frameworks mitigates internal compliance risks and seals off systemic fiscal leakages, qualitative data highlights that the process introduces steep operational hurdles for Somalia, including baseline post-conflict infrastructure vulnerabilities, severe localized skills shortages, and network connectivity dependencies in regional hubs. The article concludes that achieving optimal execution balance requires targeted investments in database integrations, continuous capacity building for civil service personnel, and transparent legal frameworks to govern digital and biometric compliance systems..
